I think the examples should be installed when USE=examples is requested.

Unfortunately I don't know how to write ebuilds.
However this should be trivial for those who know.
Basically the dirs examples_* should be copied to /usr/doc/db-<version> (or any other perhaps more appropriate) when USE=examples.
This could yet be refined by only copying examples_java if both USE=examples and USE=java* is provied.
