This is a simple eselect module that allows to set a PACKAGE_MANAGER environment variable (in /etc/env.d/50package-manager). The variable can be used to choose a package manager in eselect and in tools like emacs-updater and python-updater (the latter proposed in bug 272979). Test plan: "man 5 package-manager.eselect" and try some of the examples. Thanks in advance.

Added ~mips keyword. Sorry for the year-plus delay (I just got here, don't look at me!)
