I've just tried doing a stage2 install of a system using the /usr/portage/profiles/hardened/x86/minimal profile and I get an error as dropbear is installed before shadow. dropbear needs to add a group and that tool comes with shadow that isn't installed.

Reproducible: Always

Steps to Reproduce:
1. build a new system and unpack a stage2 tarball
2. emerge -e system
3. wait for drop bear to fail




I have tried this with a /usr/portage/profiles/hardened/x86 profile and it has worked ok... mostly because dropbear isn't installed ;-)

Why, it works fine for /hardened/x86 just not for hardened/x86/minimal
