After installing kdelibs-4.2.4 with USE=-kdeprefix I have no acces to cookie manager and hokeys dont work.
kded4 run with normal user permissions so nomal users need access to 
/usr/share/kde4/services/kded

cd /usr/share/kde4/services
and 
chmod a+rx kded
as root solve that problem for me.

Maybe other permissions under  /usr/share/kde4/services  are althoug wrong.

Hmm, this may be related to somewhat known bug - broken permissions to /usr/share/config. Unfortunately we haven't managed to find the source of the problem yet.

I had this problem with 4.2.4, but found a solution on kde bugzilla. I'll try to find it and post a solution.

I can also confirm, that bug is gone in 4.3.0

Hmm, would be nice to see whether it really is gone now... I know we have code in eclass that 'fixes' permissions, but that should not be needed...

After erasing  /usr/share/kde4/services/kded  and emerging kdelibs-4.2.4-r4 the permissions seem to be ok.
After emerging kdelibs-4.3.0 the permissions are ok.
