Inspired by bug#249363 comment#15.

When the binutils ebuild uses tc-binutils_unpack(), then it also must use tc-binutils_apply_patches(), like binutils-2.16.1-r3.ebuild.

When not using tc-binutils_apply_patches(), by using tc-binutils_unpack() only, problems like bug#262118 occur, where binutils-2.19 (ld) does not set RUNPATH, but RPATH only, which causes LD_LIBRARY_PATH to be ignored.

fixed binutils-2.19.1-r1 and binutils-2.19.51.0.3 with revbump in r44064.
