Hi
after i merge a set with emerge @set and exit emerge after it has recorded the set to the world_set ... and do a emerge -C @set ... emerge tells me it didnt select any package for remove ...  and stops ... it doesnt remove the set from world_set .... so i think this is a bug ... because emerge should remove the set although there is no pakage of the set installed ....

Reproducible: Always

Steps to Reproduce:
1.emerge @set
2.stop after set is recorded to world_set
3.emerge -C @set
4.set still in world_set
