The hosting of the home page above seems to have ceased. This renders the client program qlcr useless, for the latter works by retrieving a compiled provider list from the closed site. Contrary to last year (see http://bugs.gentoo.org/show_bug.cgi?id=204304), the site doesn't seem to have been relocated. As the server side proceedings ain't documented at all, and the project's home page doesn't show any activity either, the package should be removed from the tree.

I've hard masked qlcr. It will be removed in ~30 days. Closed as FIXED. P.S.: marking bugs like this as critical won't make it more visible.
Small note: I tested getting the provider list from http://home.arcor.de/cubical/provider.xml.bz2 and it worked fine. According to its timestamp it was updated about half an hour ago. But this doesn't change the fact that the project is dead and has been withdrawn by the maintainers.
Package was removed from the tree.
