In the future cases like this will be solved via backtracking. However, there's no time to implement that now since we need portage-2.1.6 marked stable as soon as possible. It's fixed in svn r12148 to produce an explanation like this: !!! In order to solve, either specify the --newuse option or explicitly reinstall 'dev-util/subversion:0'.
This is fixed in 2.1.6_rc3 and 2.2_rc17.
