small patch for revision bump from beta12 to beta13

I tried updating the ebuild. Currently I get bad crashes when compiling with -O1 or more aggressive, but this is probably due to problems with glibc and gcc. I removed the gettext patch (bug #146602), as it is outdated and was temporary anyway. Please report if somebody encounters problems again. I added the as-needed patch from bug #251141 and updated the build patch.

This is the updated build patch. The 64bit patch and the gentoo-path patch only need to be copied from lgeneral-1.2_beta12-{64bit,gentoo-path}.patch to lgeneral-1.2_beta13-{64bit,gentoo-path}.patch
