apache-tools fails to compile when /bin/sh is linked to dash instead of bash

Reproducible: Always

Steps to Reproduce:
1. cd bin && ln -sf dash sh
2. emerge dash
3. fail

apr make it use system libtool, that was probably generated with bash,
that's why it breaks (dash doesn't support += AFAIK).

Well this works for me with apache-tools-2.2.20. If not, please, reopen.
