do you have app-text/docbook-xml-dtd-4.2 installed ? If yes, your docbook/sgml setup is probably corrupted somehow and you should try to reinstall app-text/sgml-common, maybe the 4.2 dtd or rerun /usr/bin/build-docbook-catalog (as root). If no, please install it. FYI, 2.24* builds just fine here with tests and all.
Running /usr/bin/build-docbook-catalog solved this for me.

I think this is because you have not installed dev-python/pyxml. try emerge dev-python/pyxml before emerge gnome-extra/deskbar-applet... I have encountered this problem, after I emerged pyxml, things goes OK. Hi. I just hit this bug. Emerging docbook-xml-dtd:4.2 made it work, though.
can't reproduce with 2.24.3, no installed dtd and no net connection so the build system can't get it from the web either.
