The build of zopeinterface requires 'scanelf' from pax-utils but does not depend on this package.

These are portage commands and nothing to do with zopeinterface. Please post your emerge --info.

I agree, but this is the only package I've seen this error from.

sys-libs/glibc depends on app-misc/pax-utils, so it should be installed. Please run `emerge -v1 app-misc-pax-utils' - if that doesn't resolve the problem, then please reopen this bug.

I emerged it separately no problem, but I expect it wasn't a dependency of glibc when I emerged it.
