After having emerged licq-1.2.7 (result of emerge -vu world) without first having unmerged 
licq-1.2.6 results in this when starting licq: 
15:47:35: [ERR] Unable to load plugin (kde-gui): /usr/lib/licq/licq_kde-gui.so: undefined 
symbol: _ZN7QWidget13setBixedWidthEi. 
15:47:35: [WRN] This usually happens when your plugin 
      is not kept in sync with the daemon. 
      Please try recompiling the plugin. 
      If you are still having problems, see 
      the FAQ at www.licq.org 
 
First manually unmerging licq-1.2.6 and then emerging licq-1.2.7 fixes this.

This might not as much have been a result of the upgrade between versions as the compilation of incidental dependencies on QT or something like that.

Now that world is updated, unmerge licq entirely, remerge 1.2.6 and perform the upgrade again. See if this issue recurs.
