Considering bug #239273, the manifest221 script is only really going to be useful for people who haven't updated in 2 years (2006.1 stages had manifest2 support). Considering the number of problems that people are likely to encounter when attempting to upgrade such an old system, it might be best to recommend that those users reinstall from scratch.
I've removed the manifest221 script since it's not worth supporting any longer.
