I've created athcool-0.3.0.ebuild. I've verified as per the skel.ebuild instructions that it 
does not fall outside of this (until the actual sys install.) I also added a warning at the 
end to let people know that messing around with setpci settings can cause 
unexpected issues. 

Reproducible: Always
Steps to Reproduce:
1.emerge athcool-0.3.0.ebuild

I've been using athcool consistantly for 3 weeks now, and not a single crash or error. It has 
provided an approximate cool down of 5-10 degrees C.

it compiles fine, but 'athcool on' causes a high monotone sound from the mainboard (sis735) and my crt flickers..

As per the athcool webpage:

I have heard that a SiS740 board has some sound skip issues when Powersaving enabled, and almost eliminates the sound skipping by setting PCI latency timer of the sound card to 64 using setpci tool. 
If you have sound skipping problem, it may be improved by BIOS setting as follows: 

Enable PCI Delayed Transaction 
Enable PCI Master Read Caching 
Change PCI Latency Timer to 64

Matt - the sound comes direct from the mainboard - not via speakers - it is a high frequent constant noise. I maybe wouldn't hear it, if I had not that good ears and the case wouldn't be open. But the affected electronic component produce a magnetic field that lets my monitor flicker. I wonder how long it would take until the component dies.

This is not unique to you - others with the SIS735 chipset have reported other "eccentricities", 
ranging from sounds from the motherboard (probably a weak capacitor), sound card issues, 
stability problems, and also the hard drive access times go down. As far as I can see, this is 
the only chipset with this problem.  
 
In the meantime, I would suggest you NOT use this program - or any program that utilizes the 
athlon/duron advanced CPU cooling instructions. Better to run a little warmer than blow a 
capacitor! 
 
Also, could you please run cat /proc/pci (or lspci) and tell me what the top two lines return 
please?
