PORTAGE_IONICE_COMMAND isn't set by default in Portage 2.2_rc6. http://sources.gentoo.org/viewcvs.py/portage?rev=11291&view=rev
It's been disabled by default in 2.2_rc6. I guess we could do a uid check for older kernels or non-linux kernels but it's easier to just let the user configure it to their taste.
