add it to use.desc

It's in "use.local.desc" with the entry:

sys-kernel/sparc-sources:ultra1 - If you have a SUN Ultra 1 with a HME interface

If it needs to be also in use.desc almost every entry in "local" is missing there too.

Entry in use.local.desc present since it's a local USE flag for sparc-sources.
No need to have it in the global use.desc file.
