Some information is already in this, originally unrelated bug: http://bugs.gentoo.org/show_bug.cgi?id=229099 Since the icq-network does not accept "older" client apps anymore, pidgin has to be patched to be able to connect. There's an official patch for 2.4.2 (see pidgin.im) and 2.4.3 contains the solution + some backportet fixes from 2.5.0 [currently unreleased] I backported the official patch to our latest stable version 2.3.1. (see appended files, patch and ebuild) It works perfectly for me. Hope this will hit the tree soon.

Sorry for not looking for already closed bugs. I just didn't find the patch from http://bugs.gentoo.org/show_bug.cgi?id=230389 for pidgin-2.3.1 in the tree. So the issue actually IS still there for this version. I mean its the only stable one. Please only close this bug-report, if the patch for version 2.3.1 has been commited to the tree. I apologize if thats already the case and my last sync just didnt bring it. But if there's not at least one open report, there will be more duplicate bug reports / patch submitions for sure.
