x11-libs/qt-3.3.8-r4 does not find either the include files or libraries for the slotted dev-db/postgresql-base-8.3.1. It would seem that although 'select postgresql [list|show-all]' showed 8.3 to be active for all functions, and having run 'eselect postgresql update' (which says it updates the symlinks) that running 'eselect postgrseql set 8.3' created the symlinks and the emerge of qt then worked.
