xfce4-xkb-0.4.3_autoconf-2.62.patch and src_unpack() function from xfce4-xkb-0.4.3-r1.ebuild ( http://bugs.gentoo.org/attachment.cgi?id=150937 ) will fix this bug. it's not in portage in moment.
I can confirm that the version currently in portage isn't functional and still shows the exact same behaviour as initially mentioned in this bug report. Someone should REOPEN this bug.
