I can't emerge net-analyzer/nagios-plugins-1.4.11

That's a different bug unrelated to this autoconf failure. 

Your build fails while building the check_pgsql plugin, please check your postgres installation and if you're able to reproduce this failure then please file a new bug report, containing both the relevant parts from build.log (and please only these ...) and the output of 'emerge --info' plus 'emerge nagios-plugins -pv'.
