Either emerge it w/ USE="-tcl", or don't unmask tcl-8.5, or attach a patch to make it working w/ tcl-8.5; meanwhile it needs to stay as it is;
I have googled it a bit and checked this in other distributions and opensuse, mandriva and fedora just turn off tcl support because seems that it is not used by anything: https://bugzilla.redhat.com/show_bug.cgi?id=177346
