GNOME network-admin tool was disabled as part of a fix for bug #86671

brief summary: network-admin was parsing old, deprecated config files.

Crossposted bug to GNOME indicates network-admin has been fixed:

This doesn't tell us which version got the fix.
2.14 is dead old anyway, no way we touch that again knowning that 2.20/2.22 has completely changed the codebase and that the upstream maintainer blogged he'd like to stop working on it.
