Bug 21108 – ptal-init should start before cups

If hpoj is installed, it's server process (ptal-init) should start before cups.
 If not, cups will not find the ptal device until it is restarted.  It would be
nice to make sure that it is started automagically first (a "needs ptal-init" in
the init.d script).
