lua includes /usr/man/man1 , but it is not installing anything there

Not a big problem, I'm not sure if some trickery after the install phase could catch this as a "bad" place to install files and make a flag for QA.

I'm not a portage expert, but it looks feasible, at least as a warning.

gnokii has been fixed in version 0.6.22-r2.

roundup fixed in version 1.4.1.

The directory is no longer created by the make patch that introduced it. Bug is fixed.
