if useflag joystick is activated following files are owned and written by both packages

	/usr/kde/3.5/lib/kde3/kcm_joystick.la
	/usr/kde/3.5/lib/kde3/kcm_joystick.so
	/usr/kde/3.5/share/applications/kde/joystick.desktop

versions:
kde-base/kcontrol-3.5.8-r1
kde-base/kdebase-3.5.8-r5
(built yesterday with previous eix-sync)

They do block each other for a reason. :-)
You cannot hit this unless you do horrible things like `emerge --nodeps`.

You're mixing monolithic & split packages, see http://www.gentoo.org/doc/en/kde-split-ebuilds.xml

Ingmar is absolutely right: Do not use --nodeps, unless you know exactly what you do. It's unsafe! And that's a big, red glowing exclamation mark. You cannot have kdebase and kcontrol installed, unless you sidestepped Portage's dependency resolution in some way.
