On remerge of hostap it states the following warning: "This package compiles against the headers installed by madwifi-old, madwifi-ng or madwifi-ng-tools. You should remerge hostapd after upgrading these packages." Personal experience: When failing to do so it *might* fail starting up properly on the next reboot. I therefore request adding a "hostap" flag to madwifi-ng which enables a recompile of hostapd after madwifi-ng has been emerged, which in turn is, for example, implied by every kernel-upgrade.

Cannot do any such thing, you cannot force recompile of anything on upgrade from ebuild. There's a duplicate portage but which I can't find, marking this CANTFIX.
