I have set USE="encode" and sox fails on my machine because I haven't installed gsm. Shouldn't this be a dependency in the ebuild?

Reproducible: Always

Steps to Reproduce:
1. emerge -C media-sound/gsm
2. USE="encode" emerge media-sound/sox

I have attached a suggested patch for the ebuild to the bug report.
