In /usr/portage/profiles/base/package.use.mask:

kde-misc/knetworkmanager pptp

This is masking USE="pptp" for all architectures, not just amd64.  Could it please be moved to an amd64 specific location.

I'm not sure it works on any architecture. The PPTP plugin looks generally broken. Can you confirm it works on x86?
