When attempting to compile subversion with all useflags turned off, dev-libs/apr fails. I then attempted to emerge apr on its own, and it failed. ACCEPT_KEYWORDS="~amd64" emerge -v apr also fails.

Reproducible: Always

Steps to Reproduce:
1. emerge apr
Actual Results:  

Expected Results:  
Compiled apr

This is stopping subversion, apache and more from compiling.

This is after emerge --sync.

Re-emerge livtool (and never refer to external links for bug description next time).

Re-emerged libtool, fixed the issue. Sorry about external link faux pas.
