package kbd requires package expat but doesn't list it as a dependency



Reproducible: Always

Steps to Reproduce:
1.on a system without expat installed, emerge kbd
2.
3.

Actual Results:  
 xgettext: error while loading shared libraries: libexpat.so.0: cannot open shared object file: No such file or directory

Expected Results:  
it sould merge expat first
