When attempting to emerge xorg-x11 on clean install, xkeyboard-config fails.  Error message in config.log and onscreen mentions perl module XML::Parser.  Using CPAN to install XML::Parser says that the module is up to date.

Reproducible: Always

Steps to Reproduce:
1. Build AMD64 system per Handbook.  Very plain vanilla.
2. emerge --update --deep world
3. emerge xorg-x11 --> BLAM!  Gets through about 56 of 124 pieces.

Actual Results:  
emerge error...complaints about dyn_compile...

Expected Results:  
Expected a working X11 install.  Worked last time I setup that machine.  Looks like new version of xorg-x11 broke something.

AMD64 3200+ system, nvidia mx4000 video, 120gb hdd, 1 gb ram, nforce chipset

This is the config.log file from failed emerge of xorg-x11 in general and xkeyboard-config specifically.

Upon rebuilding this machine, did NOT create locale-gen per handbook.  xorg-x11 compiled without error.

Maybe a problem with glibc and unicode/international support?

Nope, this has nothing to do w/ glibc.
