After emerging some packages that have configs for update the summary information about that is displayed. The number of configs seems to be increased by 1, as etc-update says to update less files.

Reproducible: Always

Steps to Reproduce:
1. emerge some package that updates config
2. see tail of output, the IMPORTANT section, where number of configs is displayed
3. run etc-update and count configs for updating

Actual Results:  
My log of two runs:


 * Regenerating GNU info directory index...
 * Processed 167 info files.
 * IMPORTANT: 3 config files in '/etc' need updating.
 * See the CONFIGURATION FILES section of the emerge
 * man page to learn how to update config files.
