During a major emerge (kde 3.5.7) I got the following error:

checking for perl... /usr/bin/perl

apparently fixed the problem.

emerge --sync and update dev-perl/XML-Parser

Actually, to be precise, you just need to re-emerge it.
The latest version was revbumped to ensure that this would be accomplished. So technically you don't have to sync to fix this.
