This is a confirmed bug sited in revision history of capiinit.c from the   capi4k-utils-2002-11-27 ( latest version ). The bug prevents anybody with capi  ISDN card ( Eicon and AVM, possibly others ) in the US ( and possibly elsewhere ) from loading the appropriate protocol ( i.e. NI1 ) and subsequently being able to use ISDN.  Temporary solution for those experiencing is avmcapictrl load /usr/lib/isdn/b1-usa.t4 1 NI1 myDN:mySPID.    I am running capi4k-utils-11-27 without issue.
