The script inserted by the jpeg_libtool patch creates a wrapper script around libtool called libtool-wrap. lib-tool wrap incorrectly calls the system libtool rather than its locally generated libtool. This is noticeable when cross compiling.

Reproducible: Always

Steps to Reproduce:
1. Set different CHOST
2. build media-libs/jpeg for different arch
3.

Suggest perhaps changing  06_all_jpeg-libtool.patch:30

to

+for x in glibtool ./libtool ; do

Problem may be in PATH as well...
