xdebug should not require xdebug-client, please add a use flag, so that the dependancy can be disabled.

Reproducible: Always



Expected Results:  
I should not have xdebug-client on my server

Erm, nope. It's part of the package, just has a separate ebuild due to collisions caused by slotting.

Sure it's included in the tarball but it's not required and xdebug functions perfectly fine with out it, including remote debugging.  That's why I suggested adding a use flag that defaults to requiring the client.
