It would be useful for people with slow connections if when emerging, the next
package started downloading while the current package was being compiled/built.
 That way the next package could be ready to build as soon as the previous
package had finished, without having to wait in betwenn for the download; this
would more usefully utilize the network connection available.

Reproducible: Always
Steps to Reproduce:
1. Emerge package
2. Package downloads
3. Package starts to build


Actual Results:  
Next package doesn't start dowloading until build is finished

Expected Results:  
Next package should start downloading in background while current package builds
