First, not sure whether this behavior is fluxbox related, but due to the lack of response on gentoo forums I raise the issue here instead. The problem is that the gvim window "shrinks" when you start it on the same workspace as different user. This is a known bug, which will be fixed before the official 1.0 release. From #fluxbox: <_markt> the same thing happens if you, e.g., change the font size or hide the menu bar, etc.
FYI: This is fixed in x11-wm/fluxbox-1.0_rc3_p4983
