fresh release, update translations, bugfixes.
this was released along with gnome-desktop-2.3.0 (already posted) and
gnome-panel-2.3.0, but gnome-panel requires latest gconf (also 2.3.0)
which was not released yet.

no need to give us all 2.3 ebuild, we know theyre there. It's just thats uncertain that we're gonna support it in the tree anytime soon. We're looking at a clean way to do it.

same goes for #18263

won't go in the tree, development stuff
