"Removing packages" section of the Developer Handbook doesn't say that the package should be p.masked 30 days before removal, that a bug should be filled, or anything from the treecleaners procedures. Reproducible: Always

This document lists the actions that an individual developer has to do in order to remove a package. Treecleaners has nothing to do with this and their actions are documented on the project webpage
