I think the problem is due to refman.tex including the line: \usepackage[utf8]{inputenc} But the dvdcss_8h.tex file included by refman.tex appears to be encoded in latin1, not utf8. I considered bug #167704, but my symptoms are different. Created attachment 120608 [details, diff] Sets Doxygen's INPUT_ENCODING to ISO-8859-1 This patch fixes it a bit, but not perfectly. It configures Doxygen to use INPUT_ENCODING=ISO-8859-1 to match the source files. With this patch, the build completes successfully but the generated html files are wrong. The html files specify charset=iso-8859-1 but the body of the html files includes UTF-8 sequences.
Created attachment 120610 [details, diff] Set Doxygen INPUT_ENCODING=ISO-8859-1 and html charset=utf-8 Improved the patch to also set charset=utf-8 in the generated html files. (I changed it in the header.html file.) Now the charset specified in the html output files matches Doxygen's output encoding.
Incidentally, none of the files generated by the TeX stuff (specifically, refman.ps) actually get installed by the ebuild. Only the html files get installed. Would it be better to make the build skip the latex stuff?
Created attachment 120617 [details, diff] Drop in replacement for existing libdvdcss-1.2.9-doc.patch Here is a drop-in replacement for the existing libdvdcss-1.2.9-doc.patch. It does the following: 1. Forces "LATEX=no" in configure.ac to avoid making stuff in doc/latex directory 2. Sets "GENERATE_LATEX=NO" in doc/doxygen.cfg to stop doxygen generating LaTeX files. 3. Sets "INPUT_ENCODING=ISO-8859-1" in doc/doxygen.cfg to make doxygen aware of the input encoding of the source files. 4. Sets "charset=utf-8" in doc/header.html so that the declared encoding of the html files matches the actual output generated by doxygen.

Bug #167704 looks like a segmentation fault running dvips, so it's not the same as this bug. Having said that, disabling the latex stuff would effectively "fix" the other bug.
