the version of fbpanel in portage is 4.3, latest is 4.8, any chance of a new ebuild? :)

4.9 is the latest now, looks like the author is active again. :-)

It compiles and seems to run fine on x86 with this ebuild (fbpanel-4.3.ebuild from which I removed the sed and append-ldflags and everything related, since AFAIK they are not needed anymore as the bugs are fixed in fbpanel-4.5, I'm not so sure about the ldflags though).

The relevant changes in 4.5:
Fixed bugs
* Makefile.common overwrite/ignore CFLAGS and LDFLAGS env. variables
New features
* adding LDFLAGS=-Wl,-O1 to Makefile

fbpanel-4.9-as_needed.patch

 This package has problems with --as-needed , the patch fixes it.

 I let the upstream know about the issue and they'll apply the patch with version 4.10. Here is the bug report:

Working well for me on ~x86.  This eliminated the errors from previous versions.  Thanks Ali!
