Which version of postgresql do you have installed locally? Maybe this is an error with the local pglib compiled against? The ebuild for pgadmin3-1.4.3 requests >=virtual/postgresql-base-7.4 but the build instructions for the 1.4 branch at http://www.pgadmin.org/download/source.php clearly state that PostgreSQL 8.0 is needed. Maybe this should be corrected in the ebuild.
1.8.2 is stable, 1.10.2 soon, 1.4 getting removed now.
