This is the error: 
LOG FILE = "/tmp/sandbox-perl-5.8.0-r10-9851.log" 
open_wr:   /usr/share/locale/locale.alias 
open_wr:   /usr/share/locale/locale.alias 
 
I'm able to reproduce it ONLY by emerging Perl-5.8.0-r10 (i tried with portage 
2.0.47-r7) with userpriv and usersandbox option. The simple workaround is: don't 
use such options

Actually, with FEATURES="sandbox -userpriv -usersandbox" it still failed for me...
