When I discussed this on the gentoo-users list, there were others using emacs who did not have this problem. Whether they had the USE flag on is unknown. In any case, please focus on the line Cannot open load file: /usr/share/emacs/site-list/site-gentoo because there appears to be a simple mispelling: it should be "site-lisp" not "site-list".
Can you try attached patch? It prevents Emacs from calling the site initialization.

It appears to patch something that's included in the tar file I find in distfiles. Should I untar-apply-retar and try the ebuild? Won't that screw up checksums? I'm guessing there's another way, but I don't know what it is.

E-mailed upstream (i.e. Bruno Haible) directly, and he rejected the patch. His suggestion is that we should set an environment variable instead: EMACS="/usr/bin/emacs -no-site-file" This could be done in src_compile, or it could be given as argument to econf.
Emacs support has been split off from gettext into a separate package app-emacs/po-mode. The problem should be fixed there.
