When upgrading stuff, such as OpenSSL and a lot of others, it would be VERY COOL
and usefull, if portage were to store what USE's where active when compiling a
package.

This way, I could search the portage database for packages that has been
compiled with f.ex. openssl, and thus know when I have to upgrade openssl, which
should be recompiled to ensure they don't have the bug (or whatever reason I
chose for upgrading).

I hope you agree :)
