When emerging system (emerge system), perl is compiled fine, but the install
script dies with the error message "Access violation summary.  log file:
/tmp/sandbox-perl-5.8.0-r9-14515.log open_wr: /usr/share/locale/locale.alias
(then the same open_wr error is copied under the first one)."

After that, there is a message that says "calculating system
dependencies...done!" then I'm back at the prompt.

Reproducible: Always
Steps to Reproduce:
1.emerge system OR emerge perl
2.
3.

Actual Results:  
install script errors out

Expected Results:  
install perl on the system

This is on a new, stage 1 install of Gentoo.

it happens me in the stage1 too
