I believe this issue exists prior to udev-103, but since that is stable now...  If you have selected to save device nodes on shutdown, this will silently fail due to a difference in paths defined within udev-start.sh and udev-stop.sh  in /lib/rcscripts/addons.  

In udev-start.sh, the location to restore the device nodes from the tarfile is:  /lib/udev/state/devices.tar.bz2 

whereas in udev-stop.sh, it tries to mv the created tarfile to:
/lib/udev-state/devices.tar.bz2 

On my system, it appears that /lib/udev-state location has been deprecated in favor of the /lib/udev/state, so it seems that the path for udev-stop.sh should be updated.

Reproducible: Always

Steps to Reproduce:
1. Select yes for RC_DEVICE_TARBALL in /etc/conf.d/rc
2. Reboot
3. Notice customized devices are gone.
