shouldnt be any regressions here from 4.1.1-r1 ... there was one for 4.1.1-r2, but that's fixed now in 4.1.1-r3

on x86:

i've done "emerge -uavDN world" a few hours ago and updated/remerged about 30 packages with

sys-devel/gcc-4.1.1-r3  USE="fortran gcj gtk nls objc (-altivec) -bootstrap -build -doc (-hardened) -ip28 -ip32r10k -mudflap (-multilib) -multislot (-n32) (-n64) -nocxx -objc++ -objc-gc -test -vanilla"

everything worked as expected and my box is still up ....
